over the island through water pipe leaks, but no one is perfect.
Fines should be charged to people irrigating ANY LAWNS, anywhere, anytime.
Also people using a water hose as a broom, wasting water as if it is a gift from God.
Incentives provided to collect rain water for irrigation, toilet use and such.
If you do not want to pay for the service, collect from rain, buy by the gallons, or collect from rivers and streams, after all this is not the SAHARA.</description>
