The ACLU, including celebrity delegates Rosie Perez and Carlos Delgado, believe there is testimonial evidence from students that Puerto Rican police "brutalized or sexually harassed and groped" them during clashes between students and police.

They claim the police went too far during student protests of an $800 fee increase.

I personally refer to "Puerto Rico's" police officer's as "Miami Vice". I wish they would apply their machismo more readily to the drug dealers and murderers of the island's population instead of student's and speeding violations - instead of giving them the blue light head start.
